Create Social Networking site?

I have an idea to create a social networking site similar to facebook. How can I find pricing for someone who can create a site like that for me or some type of service I can use myself?

I am a novice and set up a social network in Turkish. I have translated myself for there was no language file available. The server is NING.COM. It allows you to set up - VERY EASY, paste and copy many of the features, has admin panel, video, music upload/download, member features, internal e-mail options, forum, comments w/reply options, and many more features. The only drawback is ning has to feature google adsense ads, unless you subscribe to the monthly version @ $24.95. But, I'll tell you, it is a great and fun experience. Get your feet wet at ning ! What do you have to lose, except your curiosity !
