Cheap and skilled designer

I am looking to outsource some ongoing design work.

I've used scriptlance and elance in the past but have never quite found a great designer to work with long term.

Is anyone here, or does anyone know of a skilled designer for around USD$10-15/hr (def under $20/hr)?

Mainly for websites and corporate design work.

From experience it is going to be really tough for you to find a skilled designer under $20.
You probably would have to target an intern at an art college or settle for cheap designers on elance, etc.
But you get what you pay for....
