Chambers of Commerce are not state or federally run so they have no bearing on your business. Most (if not all) are non-profit groups that are used for networking and lobbying. Depending on your state you may need a business license and then federally you'll need and EIN (if you are going to have employees). Don't worry about the chamber of commerce from a legal standpoint. You can try LegalZoom if you are not sure what documents you need.
This of course is a very brief outline and there is a lot more to this. I'm not a lawyer and this is not legal advice.

You do not require anything form the chamber of commerce in your area in order to operate a business as far as i know!
