Cell Phone Charges?

Just a quick question, how would one go about billing a person by cell phone? If someone bought a service or application for their phone, how could you charge them through their cell phone bill? I have seen this done with ring tones and other cell phone add ons that are not associated with the cell phone carrier.

Is there a better way to to charge? Thanks.

Here in our area, I found lots of cell phones repair shops. You can add ringtones, games, etc. They accept payments on cash and credit cards.

I found out the answer, I was looking for a common short code. Turns out though they cost 500-1000 per month.
