Put a link to it on your website, maybe offer a deal to people who sign up? Post it on your personal FB page too and tell people if they bring people to sign up they will get a deal

They are some free and easy ways

There are several ways to spread the word about your Facebook business fan page. You should definitely include a link or a button on some of your other touch points such as email signatures, website, or Twitter account (if you have one.) You should also be engaging your Facebook fans with promotions and company updates. Asking questions is a good way to improve engagement. Hope this is of help!

Business also hire people with over a 1,000 friends to spread the word about their fanpage and site. It's something I have seen starting to become popular that could be worth looking into.
