Business Concept involving renting cars... Anyone know the laws

I have an intriguing business concept that I have been toying with for 12 months, and it involves rental cars. Does anyone know what kind of insurance is involved in rental cars and if there are any associations that I need to look through. Also if anyone lives in LA, Miami or Las Vegas and is intrested in possibliy starting a business that involves you in the "High Life" please PM me. This is a very intriguing idea that involves fast cars and high client turnover.
