They do seem risky, but I think it's because most people don't really know much about them or of their true value. I've never used them but from what I understand it's secured by a cryptographic key pair, which can be printed out and exchanged, as long as the recipient trusts the payer not to have made a copy. To satisfy this requirement, one can embed the key pair in a tamper-resistant card or bill with anti-counterfeiting features.
