Beach bike rental

I just recently moved to daytona beach florida, and i am wanting to start a bike rental buisness on the beach, i can purchase 10 unclaimed mountain bikes at $15 on a government website. So the cost to me will be low, i am wondering what kind of laws, fees taxes, or any other problems i might run into.

I would think that liability insurance will be a big expense.

I think that quite interesting business idea, however you still need to concern about the condition of the unclaimed mountain bikes and make sure the bikes are always at the good condition..
