Banking - USA versus Costa Rica?

I have a small seasonal business that I am starting in Costa Rica. I am a resident of NYC, and I have formally incorporated in Costa Rica. I wish to create a business banking account with merchant credit card services. The problem is that Costa Rica is a high-risk credit card zone, and the international banks located within the country, HSBC, ScotiaBank, etc. are not linked to their North American counterparts, and fees and logistics are a nightmare.

As I have a corporation in CR and am a US citizen, can I legally establish the banking services I need in NYC under the name of the company without incorporating in the US or raising the ire of Uncle Sam and the IRS?

Yes you surely create an account that doesn't need you to pay tax and also enable an account with your uncle.

If you do not classify W9 or W8 status, then you have to pay taxes in US. And as far I remember, to get a bank and merchant account in US I had to deal with IRS. Otherwise there wasn't any problem to open those accounts in US when you had a EIN.
