Well, I began iPhone App development last year, but unluckily, due to lack of time to learn xcode, I never really got anywhere with it. However, if you want to start, check out iPhone Dev Center - Apple Developer Connection and register as a developer to download the iPhone OS 3.0 SDK. The site has its own documentation to help developers.

However, there are also many other sites that help, like An iPhone Developer's Blog » iDevKit , Cocoa Dev Central, and others.

Lastly, check out some books, just google iphone development and you'll get a list of a lot of great books that help with development.

You will need a mac to use the SDK (Software Development Kit).

    Best of Luck!

I've been learning iPhone development for about a year and have made some working applications (one almost ready for submission to the App Store) so if you need any help please let me know..

you can hire some people, i was looking into creating apps as well. If you sign up to elance.com you can get to post your idea submission and people make bids to help you make one

Depending on how complex the program is will determine the price. So make sure it will have some mass appeal to sell!
