So, practically if you are earning to your PayPal account, you are limited to use your money if you do not have a bank account.
Banks again have their own requirements, so it may be impossible to get such kind of account for an Internet entrepreneur who can do his work anywhere and does not earn sufficent amount for EU level. And maybe someone just don't wan't to deal with banks bureaucracy and there is no law in Europe that we should.
So, practically you can spend your PayPal earnings in eBay mostly.
I know that in US, you can deposit your PayPal to your debit card and you can have your WalMart pre-paid card without dealing with banks but this is not the case in Europe. Even you pay something 2-3% commision on your purchases and cash withdrawals using pre-paid moneycard, they still have same regulations as opening a bank account including permanent residential adress.

So politicians talks about free movement of capital and people in European Union is bullshit if I can't take my money (bank account) with me when going to another EU country.

So, my idea is very simple. If I could buy pre-paid moneycards for 50, 100, 250, 500 euros from eBay, I would do it even the usage could cost me another 2.5% or something after PayPal commisions.

I think to execute it will be mostly to find an offshore bank who can issue unlimited cards for your business bank account and just start to sell them on eBay earning something 2.5% from all the transactions made with those cards.
