Administrative Fee

Good afternoon,

i am just a new entrepreneur from USA, and i just about to receive an investment from an internation investor. I would like to ask for my friends from here if someone know about an Administrative Fee that financial brokers that work to the investor ask to pay.

In my case it concerns about 5% of the amount to be invested, but it needs to be paid BEFORE the transfering of the money at the broker office, and then proceed to the vault office to effectively transfer the money to my account. Could somebody please help about that? If it is a common process for angel investors or venture capital investors.
