3 Sites Needed. Payment Listed. Here's my ideas!

The plan is to create the graphics/ layout of 3 sites in which I already own the domain names to, but I need to have them made functional as far as code/ html, forms etc...
The 3 sites are:
www.365wire.com - For press releases. Need direct to site upload capability for text/ images/ payment, all in 1 form. Site should be self contained. More details upon request. Paying $200 or b/o.

www.teedrops.com - For consumers to buy and sell t-shirts/ transfers. (Not another CafePress), just some similar attributes. More details upon request. Paying $250 or b/o.

www.groupygear.com - Strictley for bands to sell their merchandise, post pics and schedule. Each band will receive one page with their logo. The bands should be able to update their page, once signed in, to upload their schedule, pics and (store)merchandise all from 1 form. Paying $300 or b/o.

Mock up designs were made for better visual. All graphics will be given once chosen. Please include your contact info. and amount of time you feel it would take to complete. Please choose one or all if you feel you can complete them.

Unfortunately, you cannot get anyone to work at those prices, not even if you want it done poorly?

A fully deveoped design, frontend, and possible backend for under $400? You must be dreaming.

I know this unrelated, but I think those 2 last domain names teedrops and groupygear are great domains. Particularly groupygear - very brandable and marketable.
