24 hour alcohol delivery business

I was thinking about setting up a through the night alcohol delivery service for when partys run out of alcohol and the shops are shut . there is one in glasgow that does very well and makes big profits . It works like this , you phone them , make your order and they deliver the alcohol to you at anytime in the morning , but people order and dont pay etc . i was thinking about setting one up with a website . add your alcohol to basket , pay with credit card then deliver after payment has been made .
do you need to have a license buy alcohol at wholesale price and sell ?

Maybe the UK is different but in Canada, there is a time after which you can no longer sell alcohol. (time depends on jurisdiction) that is why bars stop serving at 3am for example in Montreal.
