the messaging and profile are basically what constitutes a social networking site, at thats the core of a SN site.
I don't want to discourage you from going after this, there are some 3rd party Social Networking frameworks out there. I've personally not used them, but they may be a good alternative. You just have to be prepared to comprimise a bit as they aren't as flexible as "from scratch" code.
I also want to make sure you know what you're getting into when someone offers a site for $30k it may sound like a lot, and it is, but it's a low price for the type of site you're building. So while you may be expecting the royal treatment and a fabulous product, that development team may be thinging this is a get it in, get it out type job.
