How does this website work?

I found what appears to be a really cool sports website: Cheer 'em Up - a fangame powered by Liechtenecker.at[/url] - a fangame powered by Liechtenecker.at, but not being Austrian I cannot figure out what the concept is and how it works. Seeing if anyone out there can give me some details as I would really like to know what the concept of the site is and how it works. Thanks

I was thinking more along the lines of what is the point of the website and the concept behind it, but thanks to some helpful Google translating, I was able to find my answer
