Question Finding the correct angle as a travel/tour operator

So, long story short, a partner and I are looking to start an adventure type tour operator in Uganda. We have been there many times, have contacts, etc, etc.

Our problem lies in where we fit in terms of being a guide or operator and how it relates in terms of liability.

Do we base ourselves out of Uganda? Promote ourselves out of Canada, have them book online and then we take over once on the ground?

Theoretically people would book with us and we would provide a service while on the ground. Say a ten day tour where we would provide and itinerary and take care of everything.

Do we base ourselves out of Vancouver and partner with a tour operator that would take care of their flights as well? Both?

I am not sure as to how to specify ourselves and what we would be accountable for.

We have spoken with a few other companies in town and havent gotten our answers.

    Any insight is greatly apprectiated!
