    When PayPal is not giving its services in a Country ?

    How can then people over there do online shopping if the payment is received only via PayPal ?

    Well some countries have high fraud rate which is more risk than reward for paypal.

    I think the Government over there should try something to bring positive changes and awareness to make the online shopping save for PayPal and for the buyers as well.
