Street Vendor Permit

I have a great idea for a street vendor business, but am worried that after I create my business plan and invest time and money I won't be able to get the street permits my business will need.

I am located downtown Toronto and want permits for the busy intersectons in the downtown core.

Does anyone have any advice? or know how difficult it is to get permits?
