One of my favorite sites to learn how to develop websites is Photoshop Tutorials and Flash Tutorials, which features tutorials on every type of web development applications there is (except joomla) and for a CMS, try Joomla! ... abit bit harder to start up but once you got the hang of it, its all good to go. I currently develop client websites in joomla and they are very pleased.

Get enough help to get started with a CMS or something at your site. Then just play with it till you get what you want.

That may not be the best advice, even good advice, but it is what I did.
Conservative opinions from someone who thinks a little differently than most.

First thing I would like to recommend you is to define what you want to do.

What is your site made for ? Just for your fun, for Affiliate Marketing, for your family business or what ?
This is important to know because if your site has something to do with SALES, you better start on the right foot and build your site based on Search Engine Optimization (SEO) rules.

Then you should go and get some tutorials how o build a site. here are as well free websites you can get, such as at WEEBLY.com, or at Squidoo.com.
If you want your own site you might want to build it with nvu.com, a free and as simple as possible HTML Editor.
For some basic HTML knowledge you can go to w3schools.com.

All those are Free tools, but like I told you, don't waste time building a Website nobody is finding if it's for commercial purpose. If this is the case you might need general guidance what you have to do to start in Internet Marketing.

There are a lot of details you have to look at. Research a lot before you do anything.

The best thing to do when your new is just try to duplicate things you've seen. Along the way you'll learn new skills and tips and then be able to create all sorts of new projects. Plus it's easier to think of what you can do, after you know what you can do!

Personally, I just got a copy of AdobeCS, the web development package, and started fooling around with Dreamweaver & Flash.
I already knew how to use Photoshop & Illustrator (been using them since I was 10, so I can't really say much for learning how to use them as I kinda grew up with them), and they're totally inter-operable with Dreamweaver (for making HTML websites) and Flash.

Photoshop also has a sub program called ImageReady.
If you're making a fairly simple website, you can just draw it, directly in Photoshop, and then highlight the areas that are meant to be links with the imagemap tool.
The site will look great, but won't be very functional.
If all you need is something to promote, then this should work just fine.

cpanel is the backend for your hosting. You can do several things within cpanel, but as far as creating a website from scratch, only some hosting companies offer this option. My best bet is to develop your website in photoshop, learn how to slice your images, and then import to dreamweaver. You lose functionality with this method due to your inexperience, but you will learn tons of things along the way.

Like I said, there are several tutorials on the web. I am a self taught web designer and i learn something new everyday.

Try some HTML and CSS tutorials online. You will be better in reading the code and will have an idea what you do when you do it.

I started designing my sites without uploading to the Internet. The more practice you have the better you will get. Good luck.
