The forum has to generate interest amongst the community it is targeting. Additionally, you can try search marketing initiatives like SEO or PPC(Google Adwords) along with self publicity on other relevant forums.

You probably could try, social media sites like Digg, del.icio.us or maybe social networks like Facebook, Myspace etc. to promote as well
