You don't need to know how to program anymore these days so i wouldnt worry about that... everything is so friendly as far as GUI... but basic website navigation design and understanding how websites work is absolutely necessary... i would research and read that first. if all else fails... amazon and buy a couple cheap web design books, read them cover to cover... that's what i did.

You can learn it online but if you really want to join some college, you can join it after your construction course will be completed.

    Hey there, go to "web.com"
with them, you can completely build your own website and its sooo easy. The biggest challenge of all is simply figuring out what you want to say. Everything is laid out for you in templates that you can simply fill in the blanks. You get your own domain "www" and for that, it is 10 bucks a month. That is some seriously cheap exposure. I completely built ours with them and it has been a lot of fun.

I'm not being negative... but if you can figure it out on your own - it may not be worth paying for. But you can learn to market webdesign and utilize outsourcing to build a business on savvy marketing. Hiring a freelancer or employing the right people may be better than trying to learn and like Hillman said... keeping up with the fast changing trends.
