I'm assuming that you are wanting advice on getting started. Call your local chamber of commerce and ask who to get in touch with about setting up a DBA.

For marketing start with putting fliers on neighborhood doors and going door to door to businesses in the area. Walk in the business, ask for a manager, and say, "I'm so and so, I live in the neighborhood and just wanted to introduce myself. If you ever run into a computer problem that you need fixed quickly, give me a call."
