He means that due to tax laws Amazon affiliates will be unable to sell from California anymore. It is is terrible news and I hope they figure it out soon. One solution would be just buy a cheap condo in Nevada or something to save you business. I have seen a lot people sadly letting their Amazon's businesses go.
