Where to look for investor and website designer/programmer?

Hi! Im 17 and will be going to be 18 really soon and i want to start a website. I want the to have the website up when im 18.
Im planning to make a social network website and i dont have the funding for it! I want to know where can i find the investor?

The website won' be like myspace or facebook. it will be a totally different type of social network!

I also looking for someone who can make professional website/
