If i have my freelance graphic design website's link on my graphic design blog and i put my blog in directories, in order to get my blog to rank. Since my graphic design url is on my blog does my graphic design website move up higher as well as my blog ?

Always keep in mind that backlinks and link juice are all dependent on each web page that each individual link resides on as well as the credibility of that page. Not sure which directories you are using but Google is known to ignore or discredit a lot of directories lately. Although Blue is right that most likely if you are only promoting your blog that it is highly likely the only link gaining any real rank power is your blog it is also important to note that as your blog moves up in power so 2 do the links included on that blog. So your strategy is not entirely boxed into just your blog. Ranks of some URL's moving are often correlated to the ability of links within those links to move up.

If you only promote your blog, its just your blog will rank but it can pull a little on your site too but don't expect much rank on it. In promoting your blog, you have to do some basic SEO strategy like social bookmarking, article submission, etc to rank high in SERPs.

Directories, with the exception of DMOZ (incredibly hard to get into now!) and Yahoo's directory which you have to pay something like $300 for which you might get admitted to (you don't get the money back if you're not) directories are going to be near worthless. Think about it - basically anyone can get into them and Google knows it. Not to mention the sheer volume of outgoing links directories have - which will dilute most of the value from having a high PR page. Directories are early - mid 2000s. Don't waste your time on them. Blogging - providing great content and getting links from other bloggers is the way to go.
