Only two ways - 1) Increase the number of pages on your domain. 2) Get links from other sites, preferably with high page rank, to link to your site. That's it. Of course, there are many more things you should do, like on page optimization for example, but on page won't increase your page rank - it merely makes your page more relevant to a given search term. When you talk about page rank, you're talking about authority which is entirely different from relevance. You need both to succeed online.
All page rank is is the probability of randomly landing on a given page given the link structure of the web. So let's say there are 100 pages on the web at the beginning of the internet - no links exist yet. Each page has a page rank of 0.01 or 1% because there is a 1% chance of being on a random page. Now let's add links into the equation. Let's say 4 pages now have links and the other 97 do not. We'll call these 3 pages, page A, page B, and page C, and page D. Our goal will be to determine the page rank of page A.
Page B links to Page A and Page D. Page C links to page A. Page A does not have any outbound links.
To determine page A's page rank we must determine the value of each link to page A. Page B has two links to two different pages. Hence, its outgoing page rank will be split between the two - in this case 0.005 for each link and page A gets one of those so now page A has a page rank of .01 (original) + .005 = .015. Now add the PR coming from page C - which is 0.01. Add 0.01 to .015 and you get .025. That would be the simple PR of A.
Lol, but that was just an example to let the idea sink in. That's not actually accurate. If you're clever, you would notice in this model, the pages that never linked out, but got people to link in, would be the big PR winners. In fact, all pages that linked out at all, would have 0 PR because all the PR coming in from incoming links would simply go out through its outgoing links.
To be fair, Google uses what is called a "damping factor." In essence, the damping factor keeps a certain percentage (around 15%) from leaving a page. So instead of a page losing 100% of its PR to pages it links to, it only loses 85%. And for those pesky pages that don't link out, Google simply assumes that that page links out to every page on the web, so it still loses about 85% - only distributing to the masses instead of one or two lucky pages.
So, if you increase the number of pages on your website, since each new page confers a certain amount of page rank, albeit it very small, you're going to increase the total page rank of the website. Then, if you have enough pages to make it worthwhile, you can use the internal linking structure of your site to favor one page - say your homepage - sending a large amount of page rank on your site to one area. The amount of new pages to your site must be great however, based on what I've heard from Dan Thies/Leslie Rohde, it has to be in the 1000s to make any real difference - preferably 10,000s or 100,000s.
To summarize, lol, get links from lots of sites, preferably high quality sites, and work everyday to increase your total page count. That's how you increase your PR.

To increase the PR of your website, you must aim for quality backlinks to your website. You can do that by doing the following:
1. Write only relevant, original and useful content in your website (regularly)
2. Go for Do follow Social Bookmarking and Online Forums

Great points by everyone here. I'd add that another factor of pagerank is how many links you have on your site pointing to other sites vs how many links point back to yours. You want to have significantly more pointing to you than you give to other sites.

Lol, directory submissions will not really help to improve your PR. IMO, directory submission links are one of the least effective links you can get, there is absolutely no content associated with them, and are fairly easy to get. If you want to gain PR, you need to build quite the opposite links that you propose. In order to increase PR substantially, you need to get links from higher PR pages than your own. This means guest authoring on CREDIBLE websites such local newspapers, industry article directories, etc. PR takes time to increase...but in all honesty, its rather pointless. High PR doesn't mean your site will get the visitors you want, high PR doesn't mean your site will convert the way that you want, etc. IMO, you should focus on optimization to increase traffic, and most importantly, convert your visitors. I'll take a site with mediocre traffic and an exceptionally conversion rate over a site with a million hits and zero conversions any day.
