How to handle commission for site?

Hey everyone, so i am working on developing a site that allows registered users to create their own online store through our site and sell products through our site. The problem i am running into is how to collect commission for the sale of products also how to monitor refunds that have been made to individual store since that commission should not be charged.

One way i thought of to sort of manage this would be have each store keep a credit card on file with us. we would track all sales made by each store and then at the end of the month charge a commission due. However this still doesnt solve the problem for refund since a store could just declare refunds on basically everything.

The other option would to just keep the store free and charge a higher monthly fee.

Let me know if anyone has any ideas please. Thanks in advance!

At the beginning, it would be better to offer free online selling to abstract more people joying your website. Then you may get the commision by extra service or puting adds on your homepage....
