Link building is a very good strategy but it depends on your web site too, it should be interesting and interactive. Additionally the effectiveness is in the interest it causes to the visitor in terms of solving needs and doubts if it is the case of an informative site.

All SEO tasks should be done with a focus on traffic and not bare ranking. Link from sites which can get you traffic is good and you must pursue it. Links from sites that are unrelated to your line of business are useless and in the long run you will not have any benefit from them at all.

If you do link building with the above in mind then I really think you should be completely ok whatever the google algorithm change.

Take this how ever you want. Although we did eliminate all link and blog pages on our site and have no outgoing links and we have seen significant boost in ranking in google for our key terms over the last 5 days.
