well, i dont think anyone really know it. seriously. the internet was first created with the name ARPANET which is only used by the military in the US. then it emerged when it is used to connect researches externally (networking). Then evolution continue when educatoin sector took part connecting professors and researches all over US.

thats a basic understanding of how internet birth. my point is, i dont think people would know whats the first website built. probably a plain a page html1.0 saying "hey soldiers, the military has just set up arpanet!"
