Website Needed For Affiliate Site "Paid On Results"

I'm trying to get into Affiliate Marketing via Pay Per Leads, specifically the dating market. I have ideas on how I'm going to get these leads, but I'm a bit confused over one thing.

And that is, having a website. I know that it is necessary to have a website, but what exactly do I need to put on this website? Here's what Paid On Results says under the sign up form:

Please Note: You must have a working website to join Paid On Results and it must be in English.

Any help would be much appreciated, thanks.

you need to create a website or blog that promotes this dating service, and pre-sell them. have them want to click the referral link. My blog has a few good examples.
