DarkBlue doesn't charge, their service is free. Of course they put their ad's in front of your visitors to support their service.

You can check out groundbreak.com - Cost is about 300 USD for the MySQL version and the good things is you can do it in-house.

No need to outsource it to a 3rd party.

There is easy-to-use affiliate program software available from Corey Rudl, who created it to run the affiliate program that made him almost $7 million dollars last year. It's calle AssocTRAC and they just released a new version (2.5). He spent about $250,000 developing it, but it's very affordable (a few hundred dollars).

I know you said you were looking for a no-upfront-cost program, but I wanted you to take a look at this because it is extremely effective and isn't very expensive - keep that in mind when you look at "free" software - you often get what you pay for.
