I don't really get this question. Can you explain better? You shouldn't have to sign up at any carriers website. I have never seen this.

As for my question, In the paypal when you receive a payment, they have this service where you can print out labels and they want you to pick usps or ups.

OOO, I know what you are referring to now Sorry I didn't get your question the first time.

This step is optional. You don't have to use this method to ship.

If you choose this method, it just means you get your confirmation(tracking number) right away so paypal can track the package better. You can print the shipping labels right off your pc instead of going to ups or usps. It's also to reinsure the package can be tracked so the customer receives the package and everyone is covered.
