The revenue multiple varies in my experience dependent on the buyers themselves and what niche the website is in.

If I develop a site at a cost of say £1000 to my customer, new domain, No SE ranking, No Suppliers lists etc. The following day the customer wants to sell the site. Does this mean that because his site is new and has no profit that it is worthless?

Don't forget that when pricing a site don't just think of the value of say 6 months revenue. Remember the following items add additional value:

Domain Name
Website Design & Development
SE Positioning
Suppliers contact details (if applicable)

you have a great idea akula i wanted to do similar idea for selling sites and domains but that will come later as my plate is to full.
People value sites based differently the amount of code time put in to it is a factor is some one is looking for out the box site, but 9 time out of ten you can get the site made cheaper if you look IMO.
Traffic is really the key to any site. i wouldnt sell a nice trafficed site for less thatn 1-2years revenue if i was in a hurry to sell 3-5 if i could wait for the right buyer thoses number might seem high to some but if somthing is making me money selling is just a bonus

I think websites on the internet with decent domains are almost like real estate in the brick & mortar world.

hi, good idea, I was thinking of doing the same myself after trying to sell one of my sites. I think the main problem to be solved is the valuation of sites. I think sites in general are undervalued. But as the old saying goes somethings only worth what someone will pay for it.
