I look at web 2.0 as a new way to implement websites which act more like local programs. These sites implement AJAX or other languages which make the experience more fluid.

It's not so much about the design... although the classified "web 2.0" sites do tend to follow similar design.

Web 2.0 is mainly about empowering the user. So the websites tend to be user generated or somehow focused on improving the user experience, actively seeking user feedback and interaction.
